Port of Rotterdam Launches Pilot Scheme with Revolutionary Electric Foiling Patrol Vessel

 In a landmark move for maritime sustainability, the Port of Rotterdam Authority has launched a pioneering pilot scheme featuring the Artemis EF-12 Workboat, a fully electric hydrofoil vessel named RPA ZERO. This initiative is a critical part of the port’s ambitious fleet renewal programme, aiming to transition to a zero-emission fleet over the next 12 years.

The Artemis EF-12, developed by Belfast-based Artemis Technologies—a spin-off from America’s Cup sailing innovation—represents a radical leap in green maritime technology. As the vessel accelerates, its hull lifts clear of the water on hydrofoils, drastically reducing drag, wave impact, and energy consumption by up to 90% compared to traditional fossil-fuel vessels, as validated by the company’s own testing.

A Fleet Renewal Built on Sustainability and Efficiency

With its current fleet nearing the end of its technical service life, the Port of Rotterdam is seizing the opportunity to standardize operations and prioritize sustainability. The pilot scheme, running until November 2025, will rigorously assess the EF-12’s suitability for the Harbour Master’s Division’s critical tasks, which require 24/7 operational readiness.
